You can start your blog on blogger.com
the best blogging site in my opinion will be blogger.com which is also part of google. If you have a gmail account you can easily sign up using the same email address and password. As for some tips, that's entirely up to you and what you like to write about on your blogs.
My first blog was about relaxation exercises and health aids because i have good knowledge on that subject. I know the first step is usually the hardest, but you have to get past that first step to climb the ladder way to the top.
It is also advisable to read what other bloggers have written to give you a fair and square idea about how you want to write your blogs. The possibilities are endless, so start thinking first and get past the first step and gradually you will become the ultimate blogger on the web.
